On the morning of Tuesday, May 13, 2025, the Minister of Vocational Training and Education, Mr. Yacine Oualid, presided over the official launch of two strategic digital projects that directly impact the core of the sector’s management processes. The first project focuses on the digitalization of financial management, making the vocational training sector the first government department in Algeria to initiate such a comprehensive transformation in this critical area. The second project concerns the digitalization of procedures for appointments to positions of responsibility.
The event took place at the National Institute of Vocational Training and Education in El Madania, Algiers, in the presence of senior ministry officials and representatives of the regional digital task forces.
In his opening remarks, the Minister highlighted that this launch marks a pivotal step in the sector’s reform trajectory, emphasizing the institutionalization of transparency and efficiency in management practices. He reaffirmed alignment with the directives of the President of the Republic, who has called for the adoption of digital technologies as a fundamental tool for governance and transparent public administration. Minister Oualid also announced that the vocational training sector will become the first governmental sector in Algeria to achieve full digitalization of financial management processes.
In this context, Mr. Benba Jalloul, Director of Human Resources at the Ministry, delivered a detailed presentation on the new digital platform for appointing vocational training institution directors: careers.mvet.dz.
He explained that appointments will no longer be made through centralized decisions lacking transparency and clear criteria. Instead, they will follow a transparent scoring system that considers professional experience, academic qualifications, and managerial competence. All personnel within the sector will be able to follow the appointment process with full transparency and ease through the platform.
In parallel, Mr. Aboubakr Khalfallah presented the financial management digitalization project. He clarified that the initiative encompasses the digitalization of budget preparation and execution, administrative and financial operations, and their integration with a fully digitalized pedagogical management system. Furthermore, a comprehensive database has been established, allowing real-time tracking of financial and administrative performance across institutions.
Through this initiative, the Ministry of Vocational Training and Education reaffirms the central role of digital transformation in modernizing governance, reinforcing transparency at all levels, and continuing the broader reform agenda — particularly the full digitalization of vocational training admission processes.
